Apply to attach seasonal decorations or attachments on streetlight columns

Doncaster Council do not offer as part of its standard street lighting service provision connections for festive lighting displays or attachments for banners. However the Council has no objections to applications for equipment to be considered for this purpose as long as the applicant follows the following steps and understands the on-going maintenance requirements which will need funding for the life of the installation.

Steps 7, 8, 9 & 10 do not apply for Non-Christmas related attachments, however for non-Christmas assets requiring electrical connection such as CCTV, Signage and sensors, a valid and current Elexon UMSUG Chargecode will be required prior to applying, details of these can be found here: Elexon Unmetered Chargecode Information

 

Step 1 - Download festive application from attachments below

Download Christmas Lighting & attachments process policy 2023 from Doncaster Council website below and complete XM1 application form (Page 14) with Location of requested display including column numbers. Form to be submitted via email to :streetlassetmaintenance@doncaster.gov.uk – Pay Initial application fee of £300.00 to have proposal assessed. (Fee is only applicable if new motifs/ Tree displays are required or additions to existing displays).Applications must be received prior to June 1st in any given year. Any applications received after this date may not get installed prior to the festive event of that year.

Step 2 - Doncaster Council Response

Doncaster Council Assess application and advise of any known issues with columns chosen from existing records ahead of structural inspection. This will insure that columns that are un-suitable are not incurring an inspection cost. Doncaster Council to supply Spreadsheet to applicant  of testing requirements for testing company to complete

Step 3 - Applicant to Instruct Structural company to carry out Structural assessments

Arrange structural testing by a certified independent testing company to ensure the lighting column can accommodate the additional windage and weight. It is recommended that you have consulted a festive display provider prior to this stage to establish the size and weight of equipment to be fitted, approval will only be given for equipment specified in the structural report. Before any testing takes place, the Street Lighting Manager for Doncaster Council must be informed and permission agreed to access the column by email to streetlassetmaintenance@doncaster.gov.uk prior to testing . Results of the testing must submitted for approval to the council prior to any motifs being fitted. Any un-approved motifs shall be removed and the applicant recharged for removal. Any changes to the festive design in on-going years must fit in with the structural testing parameters i.e. any future motifs must NOT be larger or heavier than that of the original motif. If changes are required an additional structural inspection will be required.

Step 4 - Approval Of Structural Documentation

On receiving approval from Doncaster Council you will receive a quotation (less £300 application fee) for Doncaster Council to supply and install the Christmas infrastructure to the chosen columns - This will include the installation of all circuit protection to BS7671 IET Wiring Regulations,Residual Current device, control time-clock and socket mounted to the top of the column.At this stage you should apply for a Meter Point Administration Number (MPAN) from the local distribution network which for most of Doncaster is Northern Powergrid by email Unmetered.Supplies.Operator@northernpowergrid.com. The Council are unable to progress any works with out confirmation of this MPAN Number.On receiving payment in full and confirmation of the MPAN Number Doncaster Council will arrange installation prior to the festive display installation. Copys of certificates for tests to be sent via email to streetlassetmaintenance@doncaster.gov.uk

Step 7 - Infrastructure Installed

Doncaster Council will install the infrastructure and set the time clock to operate between 16:00 and midnight unless otherwise specified by applicant

Step 8 - Appoint Motif Installer

Applicant to appoint motif installer, who has the relevant certification and experience for installations. Installer to submit S178 license application for the installation works (Page 11) The S178 license is free of charge to parish/town councils and local resident organisations appointed contractors. No works installing must be commenced without the license being approved by Network Management and written approval by Doncaster Council of the permission to use the column.

Step 9 - After Christmas de-commission

After Christmas Installer to disconnect and remove any infrastructure by 21st January of any given year – Installer MUST not de-energize the circuits to lose supply to time clocks. Any issues with faulty equipment to be reported to street lighting at the time of decommission to rectify ahead of the next festive period. Applicant to ask for photographic evidence that the timers were left in operational state. Any non operating timeclocks to be reported to Street Lighting for repair Prior to February 1st.

Step 10 - Energy Submission

Following the event you will need to provide a full energy submission using the festive lighting submission template below to the energy supplier, The festive contractor should be able to provide this information which includes details of the equipment fitted, location, energy usage and times of operation. This needs to be forwarded to Northern Power grid by email Unmetered.Supplies.Operator@northernpowergrid.com and a copy to be sent to Doncaster Council at StreetLAssetMaintenance@doncaster.gov.uk. Energy submission should be submitted by 30th January of any given year.

Applications for Tree Mounted displays

For installation to trees on Council land, Doncaster Council’s Tree & Woodlands Team must give prior approval. All enquiries must be made via Scene.Street@doncaster.gov.uk  and will be subject to an inspection fee of £52.99 per hour and part thereafter (subject to increase by RPI annually). Prior to Street Lighting processing  application this approval must be supplied. A tree Installation requires additional resources and costs and therefore must be applied for as soon as possible.
 

On - Going Maintenance

A Festive display is an addition to the normal street lighting service. Any on-going maintenance that the infrastructure requires needs to be funded by the applicant based on approved codes of practice. By applying for this service the applicant is accepting responsibility to carry out the following checks as required.

  • Electrical Periodic Testing - Every 6 Years
  • Column Condition Assessment - As prescribed in the structural report to a maximum of every 30 Months as per Institute Lighting Professional guidance note PLG06
