The Statement of Accounts shows, in financial terms, the performance of the council for the year indicated.

Under section 10 of the Accounts and Audit Regulations 2015, the Council is required to publish its annual Statement of Accounts by 31st July each year.  The publishing deadline has been extended for 2022/23 to 30th September 2023.  The Statement of Accounts includes the Council’s Annual Governance Statement, Narrative Statement and any audit opinion given by the external auditors at this date.  If the audit has not concluded by 30th September, the Council is required to publish the reasons for this under Section 10.2a of the Regulations.

It is a statutory publication produced in accordance with legislative requirements and the Chartered Institute of Public Finance and Accountancy (CIPFA) Code of Practice on Local Authority Accounting in the United Kingdom - IFRS based.

The Statement of Accounts includes all the financial statements and disclosure notes required by statute and a brief financial review for each respective year.

Delay in publishing audited Statement of Accounts: Year Ended 31 March 2023

The external audit of the draft Statement of Accounts for the year ended 31 March 2023 has not yet been completed by our external auditors, Grant Thornton UK LLP. The reasons for the delay reflect the knock-on impact of delays in completing previous years' audits following the coronavirus pandemic and the availability of suitably experienced external auditors which is impacting the timely delivery of the 2022-23 audit process.

In accordance with Regulation 10 of the Accounts and Audit Regulations 2015, where an audit of accounts has not been concluded by the required date (for 2022-23, the specified date is 30 September 2023), we must publish as soon as reasonably practicable a notice stating that and the reasons for this.

This notification explains, as per Regulation 10, that we are not yet able to publish our audited 2022-23 Statement of Accounts in line with the publication date of 30 September 2023.

The Council is working closely with the external auditor to ensure the required work is completed as soon as possible. In line with the Accounts and Audit Regulations 2015, City of Doncaster Council published a draft Statement of Accounts for 2022-23 subject to audit. The final audited Statement of Accounts for the year ended 31 March 2023 will be published as soon as the audit is concluded, and the Independent Auditor’s Report issued by Grant Thornton UK LLP.
