Council Tax Premium Exception Application Form
What is this for?
To apply for an exception for a Council Tax Long term Empty property, or Unoccupied but substantially furnished premium.
This application should only be used for the following circumstances:
- Dwellings being actively marketed for sale.
- Dwellings being actively marketed for let.
- Properties which require or are undergoing major repair or structural alteration.
Please note that the above exceptions only apply for up to 12 months, from the date the property was first marketed for sale or let, or is considered to require or be undergoing major repair or structural alteration.

What we need from you
We will ask you to register for a MyDoncaster account if you haven’t already. This will allow you to track your enquiry, and for us to tell you the outcome of your request. You will also be able to access additional online services offered by us.
You will need your Council Tax account and Property Reference number to submit your request. These can be found on your bill.
If you are applying for an exception because your property is being actively marketed for sale or let, we will ask you about what steps you are taking to market the property. We will also ask for evidence such as:
- A valid copy of your Energy Performance Certificate (EPC) for the property,
- Letters or emails from your estate agent (or similar), confirming the property is listed with them, and from when,
- Any details of where and how your property is being actively marketed for sale or let.
If you are applying for an exception because your property is being uninhabitable (requiring or undergoing major repair or structural alteration), we will ask you about the nature and extent of work required or being undertaken. It will assist us to consider your application, if you can provide any additional evidence with your application, such as:
- Photos of the property showing its condition or works being carried out,
- Surveyor, insurance or builder reports
- Building/trade invoices for works completed
What you should expect from us
Once submitted, we will decide if you are entitled to any exception period within 28 days. If successful, you will be issued with a new Council Tax bill showing an exception has been applied for any applicable period. We may need to contact you if we cannot give you an exception from a Council Tax premium, or if further information is required to process your application.
