Below are details of all ongoing applications which are subject to public consultation.
Members of the public who wish to submit a representation in regards to a Premises Licence or Club Premises Certificate application need to be aware their personal details will be made available to the applicant. If this is an issue they may contact a local representative such as a ward, parish or town Councillor or any other locally recognised body such as a residents association about submitting the representation.
The Council is not able to accept anonymous representations. Representations must include your full name, address and contact information (telephone number, email address).
‘Relevant representations’ are representations:
- about the likely effect of the premises licence on the promotion of the licensing objectives;
- which have not been withdrawn and are not, in the opinion of the Council, frivolous or vexatious.
The four licensing objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
Any issues which fall outside of the licensing objectives will not be considered relevant.
For example:
A person wants to use a premises to open a convenience store selling groceries, newspapers and general household items. They would also like to be able to sell alcohol so they apply for the appropriate licence.
During the consultation period, a nearby resident objects to the application stating ‘’the premises are on a busy road and the opening of a new shop will increase the amount of traffic passing my property which will mean it takes me longer to get my car off my driveway’’.
This is not a relevant representation because traffic is not a licensing objective and even if the licence application was refused, the premises could still operate as a convenience store any potential increase in traffic would happen regardless of whether or not the premises was licensed for the sale of alcohol.
It is for delegated officers of the licensing authority to determine whether a representation is frivolous or vexatious.
Where relevant representations are received about an application the authority will hold a hearing to consider them unless the authority, the applicant and everyone who has made representations agree that the hearing is not necessary.
Applicants and those making representations should seek, in advance of any hearing, to try to reach agreement or to narrow the areas in dispute, particularly where both are professionally represented.

Alll staff tp be trained on their own responsiblities in the sale of alcohol. Also all alcohol will be displayed behind the cash desk, reducing risk of underage sales.
The following steps will be taken to ensure the licencing objects are met while carrying out the business.Necessary appliances such as CCTV cameras, fire extinguishers (foam, H20 and CO2), smoke detectors, emergency lighting will be fitted. All appliances will be inspected frequently and maintained as required.Clear and legible Notices will be displayed at prominent places, reminding customers to leave quietly, and that CCTV is in operation.Any alcohol must be sold by DPS or a person always authorised by the DPS, records of authorised persons will be made available upon request.All staff who sell alcohol will be trained in the role by the DPS with regular refresher training. Records of training will be kept and made available for examining officers of the relevant authorities.Special attention will be given to protect the children from harm by asking the photographic ID from the customers who appear to be under the age of 25, to verify the age before any sales. A register will be maintained to record refused sales.The licensee will ensure that there are sufficient competent staff on duty at the premises for the purpose of carrying out the above-mentioned steps. Further, staff will be given training, specially in relation to the sale of alcohol in order to protect the minors and to prevent crime and public nuisanceAny incidents of criminal nature will be reported to the police and local authorityand we will help by providing the relevant information and evidence to help therespective officers in carrying out their duties.
CCTV cameras will be installed covering the premises and it will be maintainedthe council. Further I am prepared to provide any CCTV footage copy to the authorities, during the investigations of any event of criminal nature any to ensure that the laws are protected, and public is safe.Staff will be trained to reasonably assess if a customer is intoxicated at the time of sale and staff will be advised not to proceed with alcohol sale if the customer is already highly intoxicated.
Alcohol will be purchased from approved whole sales.Fire extinguishers (foam, H20 and CO2), fire blanket, smoke detectors and emergency lighting will be fixed and placed.Will ensure that emergency exits are free from obstructions at all times and fix internally illuminated fire exit signs, to make sure that everyone can see it. All appliances will be inspected on frequent basis.
Notices will be displayed in the premises where the customers can clearly see, requesting and reminding them to leave the premises quietly.A refusal and incident log book will be kept and maintained at the premises and entries will be provided at the request of the Police or the Local Authority.
Age restriction notices such as Challenge 25 will be displayed at the counter and other places in the premises where people can clearly see. The staff will ask for the photographic I who appears to be underage and will confirm their age prior to do the sales. Further, a registered will be maintained to record the refused sales.In addition, the staff will be supervised regularly, to check whether they are abiding by the underage sales prevention rules and regulations and ensure the children are protected from harm.

In addition to the conditions below additionally the following will apply for online orders / telephone orders and deliveries. Any sales of alcohol will be to persons over 18 and this will be validated.
A clear document trail of the order process, from order, despatch from the licensed premises and delivery to the customers maintained(with times and signatures) these will be available for inspection by an authorised officer.
The time the alcohol is sold on the website/over the phone and the time the alcohol is delivered is within the hours stated on the licence for the sale of alcohol.
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records
A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).

Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.

Drinks may not be removed from the premises in open containers save for consumption in any external area provided for that purpose.
The premises will maintain a register of refusals and incidents. The conditions applied with the granting of this licence are as follows:-
This policy outlines the procedures for selling alcohol responsibly at The Auckley Show. Our goal is to comply with licensing laws, prevent underage drinking, and support a safe and enjoyable event for all. The purpose is also to create a safe friendly environment for all attending. The policy will be reviewed on a yearly basis to keep inline with any regulations changes throughout the year.
All bar staff will:
- Be trained before the event on the legal sale of alcohol and the Challenge 21 policy. (Evidence must be submitted if requested by the show organisers)
- Know how to check ID, spot signs of intoxication, and refuse service safely.
- Be always supervised by a Designated Premises Supervisor or Responsible Person. (To be confirmed and name given to Auckley Show organisers)
We strictly enforce the Challenge 21 policy:
If a customer looks under 21, they must provide valid ID before being served alcohol.
Accepted forms of ID:
- Passport
- Photocard Driving Licence
- PASS-approved ID card (e.g. Citizens Card)
If ID is not provided, alcohol will not be served. No exceptions.
Challenge 21 signage will be clearly displayed at each bar point and entrance.
A Refusals Log will be kept behind the bar and used to record any attempted underage or proxy sales.
Details will include date, time, reason for refusal, and a brief staff note.
Staff will notify the bar manager of any incidents.
No Sale to Drunk or Disorderly Persons
Alcohol will not be served to anyone who appears intoxicated or aggressive.
Staff will be supported in refusing service where necessary and may call security for assistance. (The Bar manager is to be introduced and advised to work closely and directly with the security team that have been hired for the day)
If a customer is suspected of buying alcohol for someone underage, staff will refuse the sale and record it in the log.
Security may be informed if needed.
The event bar will be always managed by a responsible person or DPS.
Staff compliance checks will be carried out regularly throughout the event, evidence of logbooks can be requested by the Auckley Show committee

The prevention of crime and disorder
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records
A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.

To uphold and promote all four licensing objectives, I will implement the following steps:
Operate a Challenge 25 policy, requiring ID from anyone who appears under 25 when purchasing age-restricted products. Only valid passports, driving licences, or PASS-approved ID will be accepted.
Ensure all staff are fully trained in licensing laws, age verification, refusing sales, and record-keeping procedures. Training will be refreshed regularly and recorded.
Maintain a refusals log and an incident log, available for inspection by authorised officers, to help monitor and address any issues involving alcohol, tobacco, or vapes.
Install and maintain a CCTV system covering all key areas of the premises, including entry/exit points and the counter, with footage kept for at least 28 days and made available to the police or licensing authority on request.

To prevent crime and disorder on and around the premises, I will take the following measures:
CCTV will be installed and maintained, covering all key areas including entrances, exits, and the sales counter. Recordings will be kept for a minimum of 28 days and made available to the police or licensing authorities upon request.
A clear and visible staff presence will be maintained to deter shoplifting and antisocial behaviour.
All staff will be trained to deal with potentially aggressive or disruptive customers, including how to refuse service safely. Alcohol and tobacco products will be stored securely behind the counter to prevent theft or misuse.
A refusals log and incident log will be kept to record all refusals of sale, suspected attempts to purchase by underage or

To promote public safety on the premises, I will:

The prevention of crime and disorder
We will have clear signage promoting responsible behaviour and zero tolerance for antisocial or aggressive conduct. Staff will be trained to manage situations calmly and to refuse service when appropriate (e.g. if someone appears intoxicated).A simple incident/refusals log will be maintained and reviewed by management. While door staff are not appropriate for our size, we will monitor entry and be ready to liaise with police or council if needed. No high-strength promotions or drinks offers that encourage binge drinking will be run.
Public safety
The premises will be kept clean, well-lit and uncluttered at all times. We will carry out regular checks of fire exits, lighting, and safety equipment. Staff will be trained in basic fire safety and how to guide guests in the event of an evacuation. A basic first aid kit will be kept on site, and at least one team member will be trained in first aid.
The prevention of public nuisance
As we are located in a central area but want to be considerate neighbours, we will manage noise carefully, especially in the evenings. Background music will be kept at a low to moderate level. No loud entertainment is planned. Doors and windows will be kept closed in the evening to prevent noise escaping. Signs will politely ask guests to leave quietly and avoid lingering outside. Any outdoor areas will be managed appropriately, and we will clear litter promptly.

We will ensure that all of the licensing objectives are met through the steps outlined below. Furthermore all of these steps will be monitored and reviewed regularly to ensure that these steps are effective, and that any necessary changes are implemented.
The prevention of crime and disorder
We will ensure this objective is met by making sure that all of the staff understand the social responsibility associated with the sale and supply of intoxicating liquids. In addition, measures will be taken to prevent the customer from consuming or carrying open containers of intoxicating liquid within the store premises. Furthermore, there will be sales policies including Proof of age (see " protection of children from harm" section below ). Also the sale of alcohol will be prohibited to customers who seem to be to intoxicated and or disorderly.
Additionally, we will ensure that all staff and employees are adequately trained that is complainant with the law. All such training will documented. Finally we will ensure that there is sufficient lighting that will discourage disorderly behaviour, with minimal impact on the neighbouring properties.
Public safety
We will meet the objective above using the following steps. We will not allow customers to carry open containers of alcohol within the store premises or right outside, additionally consuming such things will also not be allowed in the same manner.
Furthermore we will carry out regularly risk assessments for the premises and individuals.
Additionally, provisions of access for the emergency services are kept clear of any obstructions. Regular electrical and gas checks will be carried out. In addition, we will ensure that all staff are adequately trained in evacuation procedures, And that all the first aid equipment is readily available And that there is enough first aiders available. We will make sure that all pathways are kept clear and that sufficient lighting is in place.

We will meet the following objective by ensuring that we control the sources of noise, such as refrigeration units, to our best abilities. Control the level of music inside the premises and as the opening time comes closer reduce the volume. In addition, there will be a zero tolerance policy towards people that are too disorderly and that are found to be too much of a nuisance. In addition, we will make adequate arrangements for any litter or waste to be disposed in an orderly manner and at times where it causes minimal disruption.

The conditions applied with the granting of this licence are as follows:-
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records
A CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days, police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system.
The premises will maintain a register of refusals and incidents. Suitable refresher training to be completed at least once per calendar year commencing the year after their date of

All safety certificates and inspection reports will be kept on site and will be made available for inspection officers or relevant statutory bodies.
An adequate and appropriate supply of first aid equipment will be available on the premises.
Fire safety measures provided on the premises will be maintained in good working order and their adequacy will be determined on a regular basis
All staff will be trained in relation to emergency and general safety procedures.
Clear and legible notices shall be displayed at all exits requesting the public respect the needs of local residents and to leave the premises and area quietly.
