Below are details of all ongoing applications which are subject to public consultation.
Members of the public who wish to submit a representation in regards to a Premises Licence or Club Premises Certificate application need to be aware their personal details will be made available to the applicant. If this is an issue they may contact a local representative such as a ward, parish or town Councillor or any other locally recognised body such as a residents association about submitting the representation.
The Council is not able to accept anonymous representations. Representations must include your full name, address and contact information (telephone number, email address).
‘Relevant representations’ are representations:
- about the likely effect of the premises licence on the promotion of the licensing objectives;
- which have not been withdrawn and are not, in the opinion of the Council, frivolous or vexatious.
The four licensing objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
Any issues which fall outside of the licensing objectives will not be considered relevant.
For example:
A person wants to use a premises to open a convenience store selling groceries, newspapers and general household items. They would also like to be able to sell alcohol so they apply for the appropriate licence.
During the consultation period, a nearby resident objects to the application stating ‘’the premises are on a busy road and the opening of a new shop will increase the amount of traffic passing my property which will mean it takes me longer to get my car off my driveway’’.
This is not a relevant representation because traffic is not a licensing objective and even if the licence application was refused, the premises could still operate as a convenience store any potential increase in traffic would happen regardless of whether or not the premises was licensed for the sale of alcohol.
It is for delegated officers of the licensing authority to determine whether a representation is frivolous or vexatious.
Where relevant representations are received about an application the authority will hold a hearing to consider them unless the authority, the applicant and everyone who has made representations agree that the hearing is not necessary.
Applicants and those making representations should seek, in advance of any hearing, to try to reach agreement or to narrow the areas in dispute, particularly where both are professionally represented.

The conditions applied with the granting of this licence are as follows:-
Strong management controls and effective training of all staff so that they are fully aware of the premises licence and the requirements to meet the four licensing objectives, with particular attention to:
1.No sale of alcohol to underage persons.
2.Prevention of drunk and disorderly behaviour in and around the premises.
3.Prevention of violent and anti-social behaviour.
4.Protection of children from harm.
The Operating Schedule will specify the hours of operation and the licensable activities permitted during those hours. The Designated Premises Supervisor will be responsible for day-to-day control of the premises and ensuring compliance with the Licensing Act.
We will provide comprehensive training for staff on the Licensing Act (recorded in a Training Record) to ensure that only
authorized sales are made. Clear "Challenge 25" signage and information will be displayed to prevent the supply of alcohol to underage drinkers.
A CCTV system with recording capabilities will be installed, and the exterior of the premises will be secured with a roller metal shutter to protect the shop front.
As a licensed premises, we recognise the importance of carrying out our operations in a manner that promotes these licensing objectives. We commit to supporting them through our operating schedule and other measures, including staff training and qualifications, policies, and strategic partnerships with relevant agencies.
b) The prevention of crime and disorder
A CCTV system will be installed to monitor entrances, exits, and other parts of the premises to help prevent crime.
A clear and legible notice will be displayed outside the premises indicating the regular hours during which licensable activities are permitted under the premises licence.
Prominent notices warning customers of potential criminal activity, such as theft, will be displayed.
Alcohol will not be sold to intoxicated customers.
No personal solicitation will be conducted outside or near the premises to attract custom.
Vigilance and prevention measures will be in place to deter illegal illegal activieties on the premises.
Staff will be well trained to encourage customers to use the premises respectfully and comply with the objective of preventing crime and disorder.
c) Public safety
Adequate internal and external lighting will be maintained to promote public safety.
Staff will be well trained in safety procedures and environmental health compliance.
Procedures will be in place for underage ID checks and staff will be trained accordingly.
A logbook or recording system will be kept on the premises to document inspections, safety checks, and compliance with any public safety conditions attached to the licence.
The logbook will be made available for inspection by authorized personnel under the Licensing Act 2003 or related legislation.
All parts of the premises, including fittings, door fastenings, lighting, heating, electrical systems, air conditioning, sanitary facilities, and other installations, will be maintained in good order and safe condition at all times.
d) The prevention of public nuisance
Noise reduction measures will be implemented to minimize disturbance.
Clear and legible notices will request that customers respect the needs of nearby residents and businesses.
Deliveries necessary for business operations will be scheduled or conducted to minimize nuisance, avoiding unsociable hours where possible.
Staff arriving early or leaving late will be instructed to act in a manner that avoids causing disturbance, particularly when receiving goods outside trading hours.
Customers will be asked not to congregate loudly outside the premises.
e) The protection of children from harm
A "Challenge 25" policy will be implemented, encouraging anyone who appears under 25 to provide valid photo ID bearing the PASS hologram, a driving licence, or passport to prove they are over 18 before being sold alcohol.
Staff will be trained to enforce age verification and refusal of service to underage persons.
Training records will be maintained on the premises and be available for inspection.
A logbook or recording system will be kept on site at all times to record age verification and related activities.

b) The prevention of crime and disorder
We take proactive steps to ensure our premises remain a safe place for all, it includes:
- CCTV coverage to deter and respond to any incidents effectively
- Collaborating with local law enforcement and community safety partnerships to share information and maintain a visible commitment to preventing crime.
- Placing clear policies on issues such as intoxication, drug use, and antisocial behavior, with staff trained to identify and
handle situations before they escalate.
c) Public safety
The safety of our patrons and staff is our top priority, We will go above and beyond to maintain a safe environment by:
- Ensuring compliance with health and safety regulations, including regular risk assessments and inspections of the premises.
- Training staff in emergency procedures, such as fire evacuation and first aid, to be prepared for any eventuality.
- Monitoring occupancy levels to avoid overcrowding and maintaining a safe flow of patrons throughout the premises.
d) The prevention of public nuisance
We are committed to minimizing any impact our premises might have on the surrounding community. Main goals include: - Controlling noise levels through soundproofing measures and responsible scheduling of live music or entertainment.
- Managing waste and litter effectively, ensuring the area around our premises remains clean and tidy.
- Encouraging responsible dispersal of patrons at closing times to avoid disturbances, including clear signage and cooperation with local transportation services.
e) The protection of children from harm

The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).

Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.
Incident and refusal book maintained such records to be retained for at least 12 months and available for inspection on request.
Drinks may not be removed from the premises in open containers save for consumption in any external area provided for that purpose.
The premises will maintain a register of refusals and incidents. Alll staff tp be trained on their own responsiblities in the sale of alcohol. Also all alcohol will be displayed behind the cash desk, reducing risk of underage sales.
The following steps will be taken to ensure the licencing objects are met while carrying out the business.Necessary appliances such as CCTV cameras, fire extinguishers (foam, H20 and CO2), smoke detectors, emergency lighting will be fitted. All appliances will be inspected frequently and maintained as required.Clear and legible Notices will be displayed at prominent places, reminding customers to leave quietly, and that CCTV is in operation.Any alcohol must be sold by DPS or a person always authorised by the DPS, records of authorised persons will be made available upon request.All staff who sell alcohol will be trained in the role by the DPS with regular refresher training. Records of training will be kept and made available for examining officers of the relevant authorities.Special attention will be given to protect the children from harm by asking the photographic ID from the customers who appear to be under the age of 25, to verify the age before any sales. A register will be maintained to record refused sales.The licensee will ensure that there are sufficient competent staff on duty at the premises for the purpose of carrying out the above-mentioned steps. - Purpose
This policy outlines the procedures for selling alcohol responsibly at The Auckley Show. Our goal is to comply with licensing laws, prevent underage drinking, and support a safe and enjoyable event for all. The purpose is also to create a safe friendly environment for all attending. The policy will be reviewed on a yearly basis to keep inline with any regulations changes throughout the year.
- Staff Training
All bar staff will:
- Be trained before the event on the legal sale of alcohol and the Challenge 21 policy. (Evidence must be submitted if requested by the show organisers)
- Know how to check ID, spot signs of intoxication, and refuse service safely.
- Be always supervised by a Designated Premises Supervisor or Responsible Person. (To be confirmed and name given to Auckley Show organisers)

We strictly enforce the Challenge 21 policy:
If a customer looks under 21, they must provide valid ID before being served alcohol.
Accepted forms of ID:
- Passport
- Photocard Driving Licence
- PASS-approved ID card (e.g. Citizens Card)
If ID is not provided, alcohol will not be served. No exceptions.
Challenge 21 signage will be clearly displayed at each bar point and entrance.

Will act as a responsible event and will provide training to all staff and volunteers on the four licensing objectives
Will ensure that all public and persons on site are kept safe
Will ensure that no alcohol is served to those of non legal age and no drunk and disorderly behaviour occurs on the premises
The site will have outside SIA registered door staff on the marquee and also SIA registered staff employed who will be prominent in all areas
Clear and legible notices displayed outside the premises indicating opening hours under the terms of the license.
Clear notice warning of potential criminal activity
No sale of alcohol to any persons who appear to be under the influence of alcohol. The Challenge 25 scheme will operate and a refusals log will be kept
No admittance to any persons clearly under the influence of drugs
Random bag searches for any persons on site acting suspiciously
Staff trained in asking customers to use the site in an orderly and respectful manner
Only polycarbonate glasses used in public areas
Barrier fencing, adequate signage, sufficient entrance and exit point, a full event risk assesment and Health and Safety, full emergency cover for fire and medical, crowd control measures will be put in place, the event will be monitored at all times with a lead safety manger ensuring that the public are safe. There are also areas of the site that there are strict "no public access", all staff well trained, all staff to follow the company operating procedures with regards to accident and emergency logs. The Licensee, that is the person in whose name the premises licence is issued, shall ensure that all times when the premises are for any licensable activity, there are sufficient competent staff on duty at the premises for the purpose of fulfilling the terms and conditions of the licence and for preventing crime and disorder. - b) The prevention of crime and disorder
Any incidents of a criminal nature that may occur on the premises will be reported to the Police.
The Licensee will install and maintain comprehensive CCTV coverage at the premises.
- c) Public safety
Appropriate fire safety procedures are in place including fire extinguishers (foam, H20 and CO2), fire blanket, internally illuminated fire exit signs, numerous smoke detectors and emergency lighting.
All appliances are inspected at appropriate intervals.
All emergency exits shall be kept free from obstruction at all times.
- d) The prevention of public nuisance
All customers will be asked to leave quietly.

- b) The prevention of crime and disorder
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records
A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).
Staff will receive training concerning , but not limited to,
-Vulnerability awareness
-Underage sales
-Challenge 25 scheme
-Proxy Sales
-Fake ID's
Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.
Incident and refusal book maintained such records to be retained for at least 12 months and available for inspection on request
Drinks may not be removed from the premises in open containers save for consumption in any external area provided for
that purpose.
The premises will maintain a register of refusals and incidents. Such records will be kept and made available for inspection of the authorities Staff will receive training on matters concerning underage sales, drugs policies, and operating procedures including evacuation procedures Records of such training will be kept and made available for inspection of the authorities
- c) Public safety
All safety certificates and inspection reports will be kept on site and will be made available for inspection officers or relevant statutory bodies.
An adequate and appropriate supply of first aid equipment will be available on the premises.
Fire safety measures provided on the premises will be maintained in good working order and their adequacy will be determined on a regular basis
All staff will be trained in relation to emergency and general safety procedures.
- d) The prevention of public nuisance
clear and legible notices shall be displayed at all exits requesting the public respect the needs of local residents and to leave the premises and area quietly.
A designated member of staff will take a proactive approach to noise control, checking outside the premise to ensure that noise is kept to a reasonable level and manage noise levels internally so as not to cause nuisance
- e) The protection of children from harm
Challenge 25 will be implemented
A refusals book will be maintained
