Below are details of all ongoing applications which are subject to public consultation.
Members of the public who wish to submit a representation in regards to a Premises Licence or Club Premises Certificate application need to be aware their personal details will be made available to the applicant. If this is an issue they may contact a local representative such as a ward, parish or town Councillor or any other locally recognised body such as a residents association about submitting the representation.
The Council is not able to accept anonymous representations. Representations must include your full name, address and contact information (telephone number, email address).
‘Relevant representations’ are representations:
- about the likely effect of the premises licence on the promotion of the licensing objectives;
- which have not been withdrawn and are not, in the opinion of the Council, frivolous or vexatious.
The four licensing objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
Any issues which fall outside of the licensing objectives will not be considered relevant.
For example:
A person wants to use a premises to open a convenience store selling groceries, newspapers and general household items. They would also like to be able to sell alcohol so they apply for the appropriate licence.
During the consultation period, a nearby resident objects to the application stating ‘’the premises are on a busy road and the opening of a new shop will increase the amount of traffic passing my property which will mean it takes me longer to get my car off my driveway’’.
This is not a relevant representation because traffic is not a licensing objective and even if the licence application was refused, the premises could still operate as a convenience store any potential increase in traffic would happen regardless of whether or not the premises was licensed for the sale of alcohol.
It is for delegated officers of the licensing authority to determine whether a representation is frivolous or vexatious.
Where relevant representations are received about an application the authority will hold a hearing to consider them unless the authority, the applicant and everyone who has made representations agree that the hearing is not necessary.
Applicants and those making representations should seek, in advance of any hearing, to try to reach agreement or to narrow the areas in dispute, particularly where both are professionally represented.

The conditions applied with the granting of this licence are as follows:-
The coffee shop has been open fro 10 years and has a good reputation locally and across social media sites . This has been established by the organization and quality of the management, as in the main it is all family members who run the day to operations. The whole site is covered by live monitored cctv, there is a sophisticated alarm installed and members of the family live on or adjacent to the business. We don't envisage our clientele to change and as such the risk of crime and disorder from customers is unlikey as we have no intention of widening or changing our target audeince
This will be managed with the support of our current CCTV and alarm system. A ratio of staff that will be able to adequately supervise and monitor the customers purchasing alcohol. The back up of the all male staff in the ajaoining butchers shop, available for support at any time in the unlikely event of any conflict
The premises are easily accessible with good external lighting and a flat access. The coffee shop is well supervised and offers a meet and greet process to gain access, even to the garden area. As stated above CCTV is installed both in and around the perimeter of the property
We do not envisage any difference to public nuisance as the customer base will remane the same and we have had no issues since opening ten years ago. Our opening hours will remain the same and the allocation of tables will still; be for 90 minutes per booking unless it is for private organised function.
We are not an establishment where children come unaccompanied without their parents or carers. It is not our intention to offer off license services, the sale of alcohol will accompany meals. We will however, have an age verification policy in place which requires staff to check the ID of anyone appearing to be under the age of 18, this verification policy will apply to the whole establishment inside and out in the garden

The conditions applied with the granting of this licence are as follows:-
Strong management controls and effective training of all staff so that they are fully aware of the premises licence and the requirements to meet the four licensing objectives, with particular attention to:
1.No sale of alcohol to underage persons.
2.Prevention of drunk and disorderly behaviour in and around the premises.
3.Prevention of violent and anti-social behaviour.
4.Protection of children from harm.
The Operating Schedule will specify the hours of operation and the licensable activities permitted during those hours. The Designated Premises Supervisor will be responsible for day-to-day control of the premises and ensuring compliance with the Licensing Act.
We will provide comprehensive training for staff on the Licensing Act (recorded in a Training Record) to ensure that only
authorized sales are made. Clear "Challenge 25" signage and information will be displayed to prevent the supply of alcohol to underage drinkers.
A CCTV system with recording capabilities will be installed, and the exterior of the premises will be secured with a roller
metal shutter to protect the shop front.
As a licensed premises, we recognise the importance of carrying out our operations in a manner that promotes these licensing objectives. We commit to supporting them through our operating schedule and other measures, including staff training and qualifications, policies, and strategic partnerships with relevant agencies.
b) The prevention of crime and disorder
A CCTV system will be installed to monitor entrances, exits, and other parts of the premises to help prevent crime.
A clear and legible notice will be displayed outside the premises indicating the regular hours during which licensable activities are permitted under the premises licence.
Prominent notices warning customers of potential criminal activity, such as theft, will be displayed.
Alcohol will not be sold to intoxicated customers.
No personal solicitation will be conducted outside or near the premises to attract custom.
Vigilance and prevention measures will be in place to deter illegal illegal activieties on the premises.
Staff will be well trained to encourage customers to use the premises respectfully and comply with the objective of preventing crime and disorder.
c) Public safety
Adequate internal and external lighting will be maintained to promote public safety.
Staff will be well trained in safety procedures and environmental health compliance.
Procedures will be in place for underage ID checks and staff will be trained accordingly.
A logbook or recording system will be kept on the premises to document inspections, safety checks, and compliance with any public safety conditions attached to the licence.
The logbook will be made available for inspection by authorized personnel under the Licensing Act 2003 or related
legislation.
All parts of the premises, including fittings, door fastenings, lighting, heating, electrical systems, air conditioning, sanitary facilities, and other installations, will be maintained in good order and safe condition at all times.
d) The prevention of public nuisance
Noise reduction measures will be implemented to minimize disturbance.
Clear and legible notices will request that customers respect the needs of nearby residents and businesses.
Deliveries necessary for business operations will be scheduled or conducted to minimize nuisance, avoiding unsociable hours where possible.
Staff arriving early or leaving late will be instructed to act in a manner that avoids causing disturbance, particularly when
receiving goods outside trading hours.
Customers will be asked not to congregate loudly outside the premises.
e) The protection of children from harm
A "Challenge 25" policy will be implemented, encouraging anyone who appears under 25 to provide valid photo ID bearing the PASS hologram, a driving licence, or passport to prove they are over 18 before being sold alcohol.
Staff will be trained to enforce age verification and refusal of service to underage persons.
Training records will be maintained on the premises and be available for inspection.
A logbook or recording system will be kept on site at all times to record age verification and related activities.

b) The prevention of crime and disorder
We take proactive steps to ensure our premises remain a safe place for all, it includes:
- CCTV coverage to deter and respond to any incidents effectively
- Collaborating with local law enforcement and community safety partnerships to share information and maintain a visible commitment to preventing crime.
- Placing clear policies on issues such as intoxication, drug use, and antisocial behavior, with staff trained to identify and
handle situations before they escalate.
c) Public safety
The safety of our patrons and staff is our top priority, We will go above and beyond to maintain a safe environment by:
- Ensuring compliance with health and safety regulations, including regular risk assessments and inspections of the premises.
- Training staff in emergency procedures, such as fire evacuation and first aid, to be prepared for any eventuality.
- Monitoring occupancy levels to avoid overcrowding and maintaining a safe flow of patrons throughout the premises.
d) The prevention of public nuisance
We are committed to minimizing any impact our premises might have on the surrounding community. Main goals include: - Controlling noise levels through soundproofing measures and responsible scheduling of live music or entertainment.
- Managing waste and litter effectively, ensuring the area around our premises remains clean and tidy.

The conditions applied with the granting of this licence are as follows:-
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).

Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.

Drinks may not be removed from the premises in open containers save for consumption in any external area provided for that purpose.
