Doncaster's Shared Priorities

Priorities for the next three years
Doncaster, like all other areas, has been required by the Government to review its Local Area Agreement (LAA) to make sure that it focuses attention on a smaller number of targets for improvement. The revised LAA priorities were agreed by Full Council and Central Government and are available below.

Doncaster's LAA is the partnership document which sets out a small set of improvement priorities that the Council and its partners must focus on between 2008 and 2011.

By delivering all the LAA priorities, progress will be made towards the longer term Priorities in Doncaster's Sustainable Borough Strategy. Follow this link for more information on the Borough Strategy.

Doncaster's Partnership Boards will drive the implementation of the Priorities. Strategic leadership is given by the Discover the Spirit (DtS) Board, which is chaired by the Mayor of Doncaster and includes the Chief Executives of key agencies.

LAA Performance Indicators (PIs)
Doncaster’s LAA includes 35 ‘designated’ PIs (and targets), complemented by 16 statutory PIs on educational attainment and early years. These have been taken from a new national set of 198 performance indicators which has been introduced by the Government. Additional, local PIs have been included in Doncaster’s LAA to reflect the Borough’s distinctive challenges.

Please see below for more detail on the PIs and targets.

The National Indicators Handbook of Definitions, can be found by following this link;National Indicators Handbook of Definitions

Information on the Performance Indicators, which are included in the Local Area Agreements of other areas, can  be found via this link DCLG Local Priorities

Judging The Impact Of The LAA

The Government is introducing a major inspection process to judge how effective joint working is in delivering LAA priorities. This inspection is called the 'Comprehensive Area Assessment' (CAA) and will start in 2009, replacing the current Comprehensive Performance Assessment (CPA) which just focuses on Council performance.

For further information please follow this link: Audit Commission - Comprehensive Area Assessment

The Government has published "Frequently Asked Questions" on this new performance framework, which includes guidance on indicators, targets, Area Based Grant, Comprehensive Area Assessment and the role of Regional Improvement and Efficiency Partnerships.

This can be found on the following link   Performance Framework Partnerships  and then downloading the PDF document 'frequently asked questions'.

IDeA Support Programme
The Improvement and Development Agency (IDeA) is co-ordinating a programme to support local authorities and local strategic partnerships to negotiate and deliver excellent LAAs. The support programme is available on a regional, sub-regional basis or to individual councils and partners

A copy of the full brochure: 'IDeA LAA Resource Guide' is available below.
