Barnsley, Doncaster & Rotherham Joint Strategic Waste Development Plan Document

Barnsley, Doncaster and Rotherham Councils are working together to produce a Joint Strategic Waste Development Plan Document (DPD).

Originally, the scope of the Plan was restricted to identifying suitable sites for large scale waste treatment facilities. However, as a result of previous consultation comments, the scope has been widened to include both a wider range of waste types and also policies for smaller facilities. Previous consultation stages have now closed. We are considering the responses and scoping out further stakeholder engagement. If you have any questions about this project in the interim, please do not hesitate to contact us.

Ongoing Site Consultation: Two public consultation events were held about potential waste sites at Manvers, Wath Upon Dearne, Rotherham (located close to Doncaster's boundary) and Hatfield Power Park (Stainforth) in the summer of 2009. Maps of the proposed waste sites are available to download below. These are among a small number of potential waste management sites that are being considered as part of the DPD preparation process.

Residents and organisations attending the events came from the communities nearest the sites. The minutes of the Hatfield Power Park meeting can be downloaded below.  Further information about the Manvers event organised by the three boroughs is available from Rotherham Council's web site.

Yorkshire Planning Aid (an independent charity) attended both events to provide advice to members of the public about planning matters.  You can contact them on 0113 204 2460.

It is anticipated that there will be further public consultation about the DPD towards the end of 2009 before it is finalised and submitted to the government for independent approval.

Feedback from these consultation events, together with views and comments from members of the public and organisations, is now being analysed.  The comments received will be carefully considered as the three authorities prepare the next stage of the DPD.

Main Consultation Document: In October 2008 we produced a consultation document which set out the emerging policy approach and identified a reduced list of potential sites. The document also explains the process for producing the plan and how previous comments have been taken on board. This is available to download below.

Site Assessment Report: This sets out the method undertaken to assess the suitability of sites for inclusion within the plan.

Frequently Asked Questions (FAQs): This clarifies various points and specific questions in relation to both the document and the process.

Sustainability Appraisal Update: This explains how the ongoing Sustainability Appraisal process is being used to shape the plan.

Topic Paper: This describes how the estimates of future waste management capacity requirements have been calculated.
