Buying your Council property

The Right to Buy is a Government run scheme that allows some tenants to purchase the property that they rent from the Council. For eligible tenants the price of the property will be offered at a price lower than the full market value.

Who is eligible?

If your secure tenancy was in existence before 18 January 2005, or you were a public sector tenant before 18 January 2005 (and you have been a public sector tenant continuously since that time), you do not have the Right to Buy until you have spent at least 2 years as a public sector tenant

For anyone else, you do not have the Right to Buy until you have spent at least 5 years as a public sector tenant.

Who cannot buy?

What discount will I receive?
The amount of discount you get depends on the total amount of time you have spent as a tenant of the Council or of another public sector landlord that offered the Right to Buy, and whether the property is a house or a flat. You may not get a discount if your house was built or has been improved within the last 10 years.

A full guide is available on the Communities and Local Government website through this link: Your Right to Buy. If the home that you are thinking of buying is a flat you may find the booklet useful available through the Communities and Local Government website through this link: Thinking of buying a Council Flat
