Joint / Dual Driver's Licence

A licence is required before any person can drive a licensed hackney carriage or private hire vehicle.

This Licence allows you to drive both hackney carriage and private hire vehicles

There is now a requirement for all applicants to produce a Driving Standards Agency (DSA) Pass Certificate at the time they make application to the Council.

Please note that a DSA 'Wheelchair Assessment Certificate' is also required for Hackney Carriage or Joint Driver applicants.

Before a licence is granted the applicant must satisfy the Council that:

Once the application form has been completed, you need to make an appointment to visit our Offices, bringing with you the following documentation:

Applications will not be accepted without production of the above.

Upon production of the forms at the licensing office, you will be asked to complete a form to enable us to check with the Criminal Records Bureau (CRB) for any records held against you.

How long does the process take?

You should normally allow approximately 8 weeks from receipt of your application for return of the required CRB checks.

Once your CRB and all relevant documents have been returned, an appointment will be made for you to sit the knowledge test. 

We aim to issue your licence within 7 days of you passing the written knowledge test.

If, during the application process, we become aware that the applicant either:

• has relevant criminal convictions; or
• there are concerns arising out of the assessment of the applicant’s driving licence

such that the Authority cannot automatically determine whether the applicant is a fit and proper person to hold the licence applied for then the applicant will be invited to attend a Licensing Panel Hearing. 

The Panel is made up of three managers from the Regulation & Enforcement Division of the Council.  The purpose of the hearing is to allow the Panel, following discussion with the applicant, to make a more informed decision as to whether the applicant is a fit and proper person to hold licence for which they have applied. 

We will endeavour to schedule Panel Hearings to take place within 28 days of the need being identified. 

The applicant will be informed of the outcome within 7 days of the hearing.

Your Right of Appeal

Any person aggrieved by a refusal to be granted a licence may appeal to the Magistrates Court who may give such directions regarding the licence as it thinks proper.

How much does it cost?

Licence Fees from 1st April 2009 - 31st March 2010

Application fee (including £36.00 for a CRB check) = £99.00
