Transformational Goals

By 2010 Doncaster will be a major contributor to regional and national prosperity. The Borough will enjoy a high growth economy, supported by a substantial increase in educational attainment, the consolidation of commercial strength and widespread improvements in quality of life. Our communities will be vibrant and sustainable and Doncaster will be able to offer everyone living and working here the opportunity to achieve their full potential.

The Achieving Full Potential (AFP) approach is highly ambitious and aims to reverse social and economic decline by 2010. Contribution to the Transformation of the Borough requires a transformation of the Council itself. The 7 Transformational Goals below have been established for the Borough of Doncaster, and the achievement of these T-Goals will be delivered by achieving the AFP building blocks.

No part of the borough is in the bottom 10 per cent of wards nationally, as measured by the local deprivation index.

To achieve this all our town and villages will need to improve their access to employment, skills and raise their household income. Equally improvements in health, community safety, the environment, housing and community cohesion will need to be made. Particular attention will be given to vulnerable people and disadvantaged groups to ensure they are encouraged and supported to make independent choices about how they achieve their full potential.

The attainment of Doncaster students at Key Stage 4 at least matches the national average at Key Stage 4.

To achieve this goal we will need to ensure that learning is valued and supported by children, parents, communities and agencies. We will not only have to improve school support, but focus on encouraging a learning environment in the home through activities outside school hours.

Every household in the borough having access to ICT facilities and services and has the skills to use these at work, at home or at leisure.

To achieve this goal we will have to ensure that individuals and businesses alike are encouraged to recognise and take advantages of the positive impact ICT can have on improving everyday and commercial life. To support this we must invest ICT infrastructure, support and skills across the borough.

Doncaster town which is achieving an urban renaissance of increasing residential and visitor numbers, and rising retail, commercial and leisure values at rates comparable to those of leading urban areas in the North.

To achieve this goal we need to deliver a number of key, high quality developments such as Town Moor, Lakeside, Waterfront, Interchange, New Performance venue. These projects will attract new facilities and opportunities for the town centre. Urban living should be encouraged by providing high quality, safe and accessible housing and related facilities.

The borough is experiencing vigorous democratic renewal and community engagement in civic and civil society. Evident just not from increases in turnout at elections but also by a significant growth in involvement in decision making at all levels.

To deliver this goal we need to develop new democratic structures which encourage and support us to work with local people and communities to ensure that they are given every opportunity to participate in the decision making process.

All citizens will be able to appreciate Doncaster's rural dimensions and value its natural environment. Doncaster will exceed all major national targets for sustainability.

To achieve this goal Doncaster people will need to make more efficient use of natural resources, produce less waste and pollution, improve access between urban areas and be able to enjoy a more diverse natural environment year on year.

Doncaster has the fastest growing regional airport in the north of England, with a range of direct and related employment opportunities for local people being generated to service this and related developments.

To achieve this goal we need to transform Doncaster into a place which will attract businesses with an existing or potential international profile. To do this we must ensure that our strategic employment zones are developed to a high quality and that our citizens develop high level skills to ensure that they are able to access new employment opportunities in the airport and related businesses.
