Under the duty of Best Value, Doncaster Council is required to report on how its services have performed against mandatory Best Value Performance Indicators (BVPIs) set by the Audit Commission and the Department for Communities and Local Government (DCLG).
Outturn performance data tables for 2007-08 have been produced under 5 theme headings:
Adult Services Includes information for: Adult health and Social Care
Achieving Excellence Includes information for: Corporate Health, Housing/Council Tax Benefit
Children and Young People Includes information for: Children health and social care, Education
Economy and Enterprise Includes information for: Transport, Planning
Safer, Stronger and Sustainable Communities Includes information for: Housing, Homelessness, Waste & Cleanliness, Community Safety, Transport, Environment and Environmental health, Culture
The Local Government and Public Involvement in Health Act 2007 removed the requirement for best value authorities to compile a Best Value Performance Plan and 2007-08 is the final year in which BVPIs are collected. The new National Indicator set of 198 indicators has now replaced BVPIs and other indicator sets as part of the new Performance framework for local authorities and local authority partnerships.
Statement of Contracts
Following the introduction of the statutory ‘Code of Practice on Workforce Matters in Local Authority Service Contracts’, local authorities are required to certify that any contracts involving the TUPE transfer of staff from the local authority are compliant with the Code.
Within the 2007/08 financial year, there was 1 TUPE transfer in 2007/08 involving the transfer of 18 staff from the Council to St Leger Homes, and the Code was complied with.
