Electronic Government (e-Government)

Doncaster Council's Implementing Electronic Government (IEG6) statement for 2006 was submitted to the Office of the Deputy Prime Minister using the  ESD TOOLKIT  submission facility in advance of the 10th April deadline. This statement defines a programme of work that will result in major benefits to the Council and to the citizens of Doncaster.

White Paper Modernising Government

The White Paper Modernising Government was published in March 1999. It set down the major aims of modernised government, including:

The net result of all these is that Council's need an 'e-Government Strategy', showing how they will implement the modernising agenda. Doncaster Council's e-Government Strategy has now been produced and approved.

electronic service delivery (ESD)

One of the major themes of e-Government is 'electronic service delivery' (ESD) this means that citizens have a choice as to how they access Council services; in addition to the conventional methods such as by post or phone or across a counter, it is the intention that such access should be available via the Internet (via a PC, a kiosk, or digital TV). Indeed, the Government have stated that 100% of services must be available electronically by 2005.

In order to encourage progress towards this target, the Government is making available some additional funding over the next two years. To access this funding, Council's had to submit an 'Implementing Electronic Government' (or IEG) Statement by 31st July 2001. Doncaster Metropolitan Borough Council produced and submitted its IEG Statement in good time.

A new Performance Indicator has been introduced to measure progress towards the 100% target. This is known as BVPI 157 and it is estimated that the current value for Doncaster is approximately 34%.

Why do we need both an e-Government Strategy and an IEG Statement? The e-Government Strategy is designed to address the whole issue of the Modernising Government agenda and not just the e-targets. The IEG Statement may be thought of as the implementation plan for that part of the Strategy which concerns itself with Electronic Service Delivery (ESD). So, having an e-Government Strategy in place is clearly necessary if the targets are to be met, but the Strategy is about much more than just (sic) meeting the targets!
