How a Decision is Reached

After taking all matters into consideration, the case officer appointed to the application will make a recommendation. This will either be to grant or refuse permission/consent. A 'split' recommendation may sometimes be made where one or more parts of the application are granted permission and the remaining parts are refused.

Doncaster has adopted the best practice 'by exception model' Delegation Agreement, Delivering Delegation, 2004 Office of Deputy Prime Minister (see bottom of page).  The number of applications received and then determined under delegated powers have increased, aiding in improving the speed of decision making of the service. This Authority's scheme of delegation allows all decisions to be made by the Group Director of Development and Planning subject to a number of exceptions.  Within these exceptions there is provision for consultation with the Chairperson of the Planning Committee on matters of potential contention.

The applications which cannot be dealt with under delegated powers are placed before the Planning Committee for determination. In this situation the case officer will write a report outlining all of the important factors to be considered, and will make a recommendation. The report and recommendation will be considered by the Members of the Planning Committee who will make the final decision. Occasionally, an application may be deferred for a site visit or because the Committee requires further information. In this situation, the application will need to go back to another meeting at a later date.

The Committee is made up of 14 Councillors. Meetings are held every 3 weeks on Tuesday afternoons at 2pm. The public may attend the meeting, and may request to speak about a particular application. Any person wishing to speak must fill out one of two forms.  Either the Request to Speak at Committee e-form or the Request to Speak at Committee form.  These forms are located on 'How the planning committee works' webpage.  All forms will have to be submitted in accordance with the Speaking at Committee document.  All people who have made representations on an application will be contacted by mail of when the application will be decided at the meeting of the Committee.
