Planning Services Enforcement section

Any resident of the Borough can make a complaint to the Planning Services Enforcement section if they have concerns that:

  1. Development/an activity has been carried out without planning permission/consent - (Breach of planning control).
  2. Conditions attached to a planning permission or consent have not been complied with - (Breach of planning conditions).        

Planning Enforcement receives approximately 800 complaints each year, of these less than 20% of the cases result in any formal Enforcement action. This is because some of the complaints made are regarding activities that cannot be controlled by planning legislation and others are regarding activities that do not require a permission. Most of the breaches however, are often resolved through discussion and negotiation and without need to resort to formal action.

It must also be noted that it is often not illegal for a person to carry out development without first obtaining planning permission and often no offence is being committed at this stage.
