Doncaster's Delegation Agreement has been written to accord with the practice advocated in the Office of the Deputy Prime Minister - Delivering Delegation, dated March 2004.  It includes the process of members requesting a planning application to be refered to Planning Committee.

The E-form below has been devised to allow any member of the Council to request a planning application to be determined by the Planning Committee. 

In all instances where a Member Consideration Form is to be submitted, Councillors must ensure that they have first discussed the application with the planning officer before requesting that it be determined by Committee, and set out clearly the reason why the application should not be handled under the delegation scheme.  This allows the case officer to address those concerns in the report to Committee. 


If you are unsure of the delegation scheme, it is on the Member consideration form.

Where an applicant or a third party requests the planning officer to put an application before Committee and the planning officer does not consider that this is appropriate because of the nature of the objection, or the development, such requests will be referred to the Head of Development Management.  If after discussion with the planning officer, any of them are of the view that the application should be put to the Planning Committee then it shall be so.

We would prefer you to use the E-form version for a few reasons.  It will be received more quickly by the Planning Department and so will be processed more quickly.  It will also cut down on paper used by the Council which will help us reduce the amount of natural resources used.
