Sustainability Appraisal

There is a mandatory obligation to carry out both a Sustainability Appraisal (SA) and a Strategic Environmental Assessment (SEA) as part of the LDF documents. The SA will aim to assimilate environmental, social and economic objectives into the LDF and the SEA will place emphasis upon environmental issues that may become affected through the implementation of the LDF.

There are many nature and conservation sites within Doncaster, from locally designated sites to the internationally designated Thorne and Hatfield Moors, which are designated as Special Protection Areas (SPA) and Special Areas of Conservation (SAC).

The Conservation (Natural Habitats, &c.) Regulations (The Habitat Regulations) require any proposals for development which may adversely affect the integrity of SPA's or SAC's to be subject to an Appropriate Assessment.

Recent case law has indicated that the Habitat Regulations apply to DPDs. Doncaster Council is currently considering how to best carry out DPD Appropriate Assessment and, where possible, to integrate them into the wider Sustainability Appraisal process.

Doncaster Council will publish a series of Sustainability Reports.

Adopted Sustainability Appraisal Indicators

The Sustainability Appraisal objectives and indicators were adopted on the 30th May 2008 under the Council’s Delegated Powers Scheme. The comments received from the consultation process and responses, are summarised in Appendix 1 of the Adopted document.

Doncaster Council is committed to ensuring our SA indicators are regularly reviewed and updated to ensure they provide an accurate picture of the borough and enable a robust and meaningful assessment. The Local Area Agreement indicators, targets and baselines are currently being reviewed. Once finalised these will be used to inform the review of the SA indicators.
