Local Authorities have powers under certain Acts of Parliament to make byelaws, which are local laws that create criminal offences.
Before they can come into effect, byelaws must be confirmed by a Secretary of State. The Maritime and Coastguard Agency deals with applications from local authorities and parish and town councils for confirmation of byelaws for which the Secretary of State for Transport is the confirming authority.
A new, comprehensive security regime for international shipping came into force in July 2004 following the adoption by a week-long Diplomatic Conference of a series of measures to strengthen maritime security and prevent and suppress acts of terrorism against shipping.
