BSF presents a long-term business opportunity for private sector companies and local suppliers, as the Council works to improve all of Doncaster’s secondary school estate. This web page provides more information about how companies can get involved in, and benefit from, this once in a lifetime opportunity.
To deliver the BSF programme, each local authority will establish a Local Education Partnership (LEP). This public private partnership is a joint venture between a private sector consortium, the local authority, and Partnerships for Schools (PfS). The LEP is responsible for managing all aspects of the delivery of the programme, including the procurement and co-ordination of all the services required. It will organise a supply chain comprising all the necessary skills and experience, e.g. design teams, builders and ICT providers.
Most BSF bids are led by construction firms, within a consortium that includes an ICT partner, a facilities management company and a supply chain of other providers. However, there is no preferred supplier list for the BSF LEP and the Council is keen to have as many local companies as possible involved in providing works and services.
By streamlining the procurement process and integrating a wide variety of complex services, the LEP aims to achieve better design quality, cost efficiencies, shorter timescales and most importantly, improved educational outcomes.
Doncaster Council will retain full control of the education vision for its secondary schools, but this will be passed to the LEP for implementation. The Council and PfS will monitor the LEP’s performance, be represented on its Board and remain involved in key decisions.
A contract known as the Strategic Partnering Agreement will be signed between all parties, which gives exclusive rights to the LEP to deliver BSF projects for a fixed period.
A Pre-Procurement Event is scheduled for Tuesday 3 February 2009, where various private sector companies will be invited to network and discuss the formation of supply chains with partners.

Conversely, not completing this form, or not attending the BSF pre-procurement event, will not exclude any party from any involvement in the BSF procurement process.
Depending on the range and number of responses and susequent attendance at the BSF Pre-Procurement Event, we hope to select a sample of interested parties for follow up meetings. Selection is at the discretion of Doncaster Council.
Doncaster’s BSF private sector partner will ultimately be selected by a competitive process compliant with European Union and UK legislation. The official procurement process will begin in August 2009 when Doncaster’s BSF OJEU (Official Journal of the European Union) notice is issued. Interested bidders should respond to this notice to register their interest. An official Bidders Day will take place in Autumn 2009.
