The corporate safety section provides an advisory and monitoring service to all the Doncaster Council Directorates on matters of health, safety and welfare at work. The aims of the section are to ensure that Doncaster Council, as an employer and service provider, complies with its statutory and moral obligations, and to seek a reduction in accidents and injuries to Doncaster Council employees and others affected by Council activities.
Areas of work include:
Promoting health & safety through the Council; in the workplace, in schools and in connection with the Council’s work in the community.
Preparing and updating the Council’s Safety Policy and individual safety policies in liaison with duty holders and other competent persons within, and outside the Council.
Giving guidance on safe working arrangements, safety policies (and safety bulletins/arrangements where still appropriate) and other procedures to staff, supervisors, managers and safety representatives.
Giving advice to all Directorates on matters of health, safety and welfare at work.
Monitoring the effectiveness of safety performance in all Directorates.
Reporting, monitoring, and investigating accidents/incidents (where and as appropriate). Advising on remedial actions and techniques to prevent recurrence in liaison with appropriate departments. The promotion of ‘near miss’ reporting to prevent the actual occurrence of accidents / incidents and associated injuries/ill health.
Monitoring and reviewing of St Leger Homes of Doncaster’s health & safety management system in relation to the Decency Program and, repairs and maintenance of the Council’s housing stock.
Advise on completion of Fire Risk Assessment throughout the Councils buildings and the boroughs schools. Advise on fire precautions in Council premises and where necessary liaise with the local Fire Prevention Department.
Audit of the asbestos work, in liaison with the Council's Asbestos Team, undertaken by internal or external contractors working on Council property. To ensure minimum standards of asbestos removal and other asbestos work are maintained in accordance with the Council’s own standards and the Asbestos at Work Regulations 2002.
Audit of health & safety arrangements in schools throughout the borough.
Advise on the control of contractors, promote the use of the Contractors Health and Safety Evaluation Scheme (CHAS) throughout the Council. Scrutinize and monitor outside contractors to ensure safety standards and procedures are maintained.
Supporting the Council’s adherence to the Construction Design Management (CDM) regulations through the provision of CDM Coordinators to Council projects which meet the criteria set out in the regulations. Advise on project management safety on projects which do not fall with the regulations.
Involvement in health and safety training for Council employees including the design, development and delivery, where appropriate, of new courses, seminars, training days, and monitoring the effectiveness of health and safety training within the Council.
Administration of IT applications to record, monitor and manage specific health & safety issues in accident/incident reporting, health & safety audits, COSHH and staff personal safety.
The safety section aspires to concentrate its efforts on the provision of generic guidance and in assisting Directorates in the implementation of the Council's health & safety management system. Increased effort is now being directed towards auditing directorate, building and school compliance.
